Environment and Natural Resources (ENR) and Industry Tourism and Investment (ITI) are seeking a complete re-write of the existing Licensing application that was built in the late 1990s. An extensive review of the existing system was conducted by a working group in November 2002. The working group concluded that there is broad support for the system in its intended functionality but that needs are not being met. Preliminary Analysis of the system has been completed. This included: · Direction Considerations and a Direction Report · An Analysis and Description of Activities · Process modeling · The Development of Solution Options, and · A Preliminary Cost Benefit Analysis A LISIN System Requirements Analysis document will be included in the RFP documents. This document summarizes the results of the Preliminary Analysis phase. This RFP is intended to solicit interest in completion of the Analysis and Design phases of our LISIN project. The award of the RFP will initially be for the Analysis phase of the project. Pending successful substantive completion of the Analysis phase, a determination will be made on whether to proceed with the same Proponent for the completion of the design phase. Design phase would not begin before April 1, 2007. All Proponents should submit a bid for both the Analysis and Design phases. Each phase should be cost estimated separately.
