Preparatory Work The coordinator should expect two weeks of preparatory work leading up to the workshop, which will include the following items: · A review of relevant documents, including the Structure Paper, the Energy Discussion Paper, and, available to the successful contractor, the draft Greenhouse Gas Strategy, and a detailed outline of the proposed Energy Plan; · A telephone or in-person interview with Deputy Ministers; · The development of key strategic questions, tools and presentation materials for the workshop itself; and · The creation of a detailed draft agenda with timelines as well as issues and topics for discussion. Survey questions shall be developed collaboratively between the contractor, the Energy Planning Division of ITI and the Environmental Protection Division of ENR. Workshop Coordination The workshop will be a full-day session with the participation of Deputy Ministers from the following energy-related departments of the GNWT: · Financial Management Board Secretariat (FMBS) · Environment and Natural Resources (ENR) · Industry, Tourism, and Investment (ITI) · Public Works and Services (PWS) · NWT Housing Corporation (NWTHC) · NWT Power Corporation (NTPC) · Municipal and Community Affairs (MACA) · Department of Transportation (DOT) The ITI and ENR project personnel will be responsible for all logistical arrangements the provision of all necessary materials and documents and the organization of sessions. The coordinator will be responsible for the overall facilitation of discussion, and the recording of relevant summaries and conclusions. Final Report A final report with conclusions and recommendations must be completed for the Deputy Ministers and the participating departments of the GNWT. The report must clearly outline how the workshop’s stated objectives were achieved and what options were discussed for better coordination of energy issues, funding, and programs.
