This is based on the GNWT"s Section 2 BIP Premium report from the annual/quarterly contract reports. The report looks all all successful bids in the fiscal year, comparing them to the lowest bid on the tender. Only tenders that have been awarded, have bids with pricing information posted, and the "Low Bid" needs to be another non-winning bid on the tender. Generally, this means bids will only show for price-based competitions (Tenders).

For some older bids, there are occassionally significant "BIP Premiums" which display because we do not have information on valid vs invalid bids on tenders pre-2014. Always double-check and use common sense in analyzing a tender. When the winning bid was lower than the next lowest bid, the "BIP Premium" shows as $0.00.
