The Proponent’s primary objective is to recommend achievable performance
standards for CBOD, TSS, and TRC based on best practices for northern
communities, recognizing existing community operational capacity, remoteness,
and climate. The recommended standards should be sustainable for communities,
supported by current scientific knowledge and minimize risks to public health
and the environment, recognizing that status quo may not be acceptable
